Moreno arrives having played 29 times across all competitions for Villa last season, in a campaign which saw them qualify for the UEFA Champions League.
The full-back previously plied his trade in Spain, playing 127 times for Rayo Vallecano and 122 times for Real Betis, before a move to Villa materialised in January 2023.
That move came on the back of establishing himself as a key player for Betis, helping the club win the Copa del Rey in 2022.
The Spaniard made an immediate impact upon his arrival in the West Midlands, registering three assists in 19 Premier League appearances as Villa qualified for the UEFA Europa Conference League, and joins Forest having featured just shy of 50 times for the Villans.
Chief Football Officer Ross Wilson said: “Álex is a player we have had a long-standing interest in so we are naturally all very happy to see him arrive at Nottingham Forest today.
“He has amassed significant experience in La Liga and the Premier League, and he brings all of that quality and experience to our group now.”
