Sels started at Wembley as Belgium drew 2-2 with England following late drama.
The Belgians took the lead through Youri Tielemans and regained their lead through the Aston Villa midfielder after Ivan Toney had levelled from the penalty spot.
But England equalised in the fifth minute of added time through Jude Bellingham, with the scores ending level under the arch.
Neco Williams | Wales 0-0 Poland (4-5 pens)
It was heartbreak for Wales as they narrowly missed out on a place at EURO 2024 following a penalty shootout defeat to Poland.
After finishing goalless in 120 minutes, the first nine penalties in the shootout were scored before Dan James saw his effort saved by Wojciech Szczęsny.
Odysseas Vlachodimos | Georgia 0-0 Greece (4-2 pens)
Greece were also unable to book their place at EURO 2024 following a penalty shootout defeat in Georgia.
After a goalless 120 minutes, the hosts advanced to this summer's tournament following a win on penalties.
Andrew Omobamidele | Republic of Ireland 0-1 Switzerland
Omobamidele started once again for Republic of Ireland as John O'Shea's side fell to defeat in Dublin.
Xherdan Shaqiri's free-kick midway through the first half found the bottom left corner to give the Swiss the lead, and ultimately win the game, with Omobamidele playing an hour.
Moussa Niakhaté & Cheikhou Kouyaté | Senegal 1-0 Benin
Niakhaté started as Senegal ran out 1-0 winners over Benin.
Sadio Mané's penalty proved the difference on the night, with Moussa replaced by Cheikhou Kouyaté on 78 minutes.
Rodrigo Ribeiro | Denmark U19 2-0 Portugal U19
Portugal fell to their first defeat of the UEFA U19 European Championships qualifying campaign against Denmark.
Goals from Thomas Jørgensen and Emil Højlund sealed the victory.
